Create resource with user as owner

In order to use UMA, it seems like resources need to be owned by users. However, when creating resources using the admin UI, there’s no way to set the owner on creation. How can I do this? Does the user need to create their own resources? There’s no way for the user to do that via the user panel either.

Does the user need to make an API call to create a resource?

I think Authorization Services Guide answers my question - you do have to use the API - sorry for the noise.
