Ability to set default, required fields, attributes for compliance

Is there a way to set default, required fields, properties, attributes for compliance or security requirements that cannot be overridden by users with whom we allow client create?

In other words, we want to allow end-user system developers to be able to run at full speed, yet remain compliant with corporate requirements.

Do you mean user attributes? Look at the declarative user profile feature.
