Unable to find 'User session count limiter' option to set Keycloak 21.0.2

Hi, I wanted to set user session count limiter functionality to implement as mentioned here in the keycloak documentation-

However, I am not able to find User session count limiter in the item list for selection. I am using Keycloak v 21.0.2
Please help!

I was searching this, too, but found the answer somewhere else:

Click on Authentication in the configuration section in the sidemenu. Navigate to the Flows tab an click on Create flow. Then follow the Server Administation Guide.
